They got a lot of bad press about these commercials and never really explained the strategy, but here's my theory. The idea was to put Microsoft "out there" as a group that was willing to take chances and even unpredictable. At this time Vista was out and pretty much a failure. I think the ads were telling people, "Hey-- we're not sweating this. We're different and creative and we make mistakes. And you really don't know what's coming next."
And they followed Vista with Windows 7 which by all accounts is a great operating system...
